What this amendment would do

Mr. Luján submitted amendment SA 677 to the concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034.

The purpose of this amendment is to add a deficit-neutral reserve fund relating to the affordability of groceries for Americans.

What It Aims to Change or Add

The amendment adds a new section to title III that allows the Chairman of the Committee on the Budget of the Senate to make certain adjustments. Specifically, the Chairman may revise committee allocations, aggregates, and other appropriate levels in the resolution, as well as make adjustments to the pay-as-you-go ledger.

These adjustments can be made for one or more bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports that relate to improving the affordability of groceries for Americans.

These changes are permitted by the amounts provided in such legislation, provided that the legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
