What this amendment would do

This amendment, submitted by Mr. Luján, is about holding folks in power accountable and making sure government ethics are actually being looked after.

What It Changes

  • The amendment adds a new section to the concurrent resolution that creates a deficit-neutral reserve fund relating to enhancing Government ethics.

  • It allows the Chairman of the Committee on the Budget of the Senate to make adjustments and revise allocations for legislation that is all about enhancing Government ethics.

  • Specifically, this can include legislation that prohibits the funding or subsidization of individuals serving as special Government employees in the executive branch who refuse to divest themselves of any asset that may cause a conflict of interest.

  • Any legislation for this purpose must not increase the deficit over the total period of fiscal years 2025 through 2034.
