What this amendment would do

SA 6743, submitted by Mr. KELLY, aims to add a section to S. 4784 (the fiscal year 2027 military and defense appropriations bill) to limit the impact of Executive Order 14251.

The purpose of this amendment is to:

  • Block the use of any funds authorized or available for the Department of Defense in fiscal year 2027 to implement Executive Order 14251 (issued March 27, 2025), or any similar successor authority.

  • Restore any collective bargaining agreements between labor organizations and the Department of Defense (or its subcomponents) that were in effect on March 26, 2025, but were later terminated because of Executive Order 14251 or related guidance. These agreements would regain full force and effect for their original terms, including any time spent waiting for a new agreement.
