  2. Pending Consideration

What this amendment would do

  • Mr. Luján submitted SA 673, which proposes adding a new section to title IV of the concurrent resolution.

  • The purpose of this amendment is to create a point of order in the Senate against legislation that does not prohibit contracts or payment agreements to companies owned in full or in part by Elon Musk.

  • It aims to stop the Senate from considering any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that provides any contracts or payment agreements to companies owned in full or in part by Elon Musk, unless a specific voting threshold is met.

How It Can Be Bypassed

  • The rule can only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn.

  • An affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn, is also required to sustain an appeal of the ruling of the Chair on a point of order raised under this section.
