What this amendment would do

SA 6729 is an amendment proposed by Mr. Gallego and Mr. Grassley to be added to H.R. 5334. Its purpose is to make modifications to how Congress reviews sanctions related to the Russian Federation.

The amendment aims to change the bill by adding the following:

  • Expansion of Sanctions Review: It expands the types of sanctions subject to review to include any Executive order addressing the national emergency declared in Executive Order 14024 regarding harmful foreign activities of the Government of the Russian Federation.

  • Energy-related Actions: It adds reviews for actions, including licensing, involving Russian Federation energy products such as natural gas, petroleum products, and crude oil. These reviews last from the date of enactment until the Secretary of State certifies that the Russian Federation has ended its war in Ukraine and committed to a just peace settlement that includes compensating Ukraine for war damages.

  • Exceptions: It creates exceptions that allow actions to be taken during the initial congressional review period if the action involves Russian energy products used for:

    • The health or safety of an energy transport vessel crew.
    • Environmental protection or emergency repairs for an energy transport vessel.
    • Addressing an urgent economic impact in a foreign jurisdiction other than the Russian Federation.
