What this amendment would do
Amendment SA 6727, submitted by Mr. Warnock, aims to add Section 113A to the bill. The purpose of this addition is to establish the duration of duties and the process for Congressional approval regarding duties imposed under section 112 or 113.
The amendment seeks to change the process by adding the following requirements:
- Time Limits: Duties imposed under section 112 or 113 apply for an initial 30-day period. They only stay in effect if a joint resolution of approval is passed before that period ends and every 60 days after that.
- Presidential Notification: The President must notify both Houses of Congress on the same day that duties are imposed.
- Congressional Action: It outlines the specific procedures for a joint resolution of approval, including referral to committees and specific voting and debate rules in the Senate.
- Invalidity: If this new section is found to be invalid, then section 112, section 113, and this section itself shall also be invalid.
