What this amendment would do
SA 6724, submitted by Mr. Warnock, aims to add a process for how duties are imposed in section 113.
The amendment proposes the following:
-
Establishment of a Committee: The United States Trade Representative would create a committee, based on the Section 301 Committee, to handle investigations.
-
Required Actions Before Duties: Before imposing, modifying, or adjusting duties on goods from a country, the Trade Representative must consult with that country's government and the committee must investigate if the country meets the criteria for the duty.
-
Investigation Requirements: The committee must hold a public hearing and publish a list of key imported goods. For each good, they must assess if it can be found from other sources without duties and if U.S. consumers and industries would likely face price increases or shortages.
