SA 6714, submitted by Ms. Cantwell, aims to add a Review of Imposition of Duties to section 113 of the bill. The purpose of this amendment is to create a process for reviewing duties imposed or increased on articles imported into the United States.
The amendment proposes the following changes:
-
Presidential Notification: The President must notify Congress within 48 hours of imposing or increasing a duty. This notice must include the reasoning for the action and an assessment of the potential impact on United States consumers and businesses.
-
Time Limits and Approval: Any duty imposed or increased stays in effect for no more than 60 days unless a joint resolution of approval is enacted into law.
-
Congressional Disapproval: If a joint resolution of disapproval is enacted into law, the duty will no longer have force or effect.
