What this amendment would do

The amendment proposed by Mrs. Britt seeks to replace section 1 of bill H.R. 5334 with a new division titled the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026.

The purpose of this amendment is to establish a comprehensive sanctions framework targeting the Russian Federation and to extend existing sanctions against Iran.

Key Changes and Additions:

  • Sanctions on Russia: The amendment adds extensive measures to target the Russian Government, including:

    • Blocking property and prohibiting transactions for specific Russian officials, oligarchs, and affiliated entities.
    • Imposing sanctions on Russian financial institutions and restricting their use of international financial messaging systems.
    • Prohibiting United States persons from investing in the Russian Federation or its energy sector.
    • Banning the purchase of Russian sovereign debt and the import of Russian uranium.
    • Increasing import duties on Russian goods up to 500 percent.
    • Imposing duties of up to 100 percent on other countries that purchase Russian crude oil or natural gas or help evade sanctions.
  • Sanctions on Iran: The amendment adds a provision to extend the Iran Sanctions Act of 1996 by changing the date from 2026 to 2031.

  • Implementation and Oversight: It defines the process for the President to impose or waive sanctions and creates a specific process for Congress to review and potentially disapprove of the termination of these sanctions via a joint resolution.

  • Exceptions: It adds exceptions for humanitarian assistance, official government business, and certain safety or intelligence activities.
