What this amendment would do

This is amendment SA 671, submitted by Mr. Lujan. It proposes to add a deficit-neutral reserve fund to the concurrent resolution.

The purpose of this amendment is to allow the Chairman of the Senate Committee on the Budget to revise allocations, aggregates, and other levels, and make adjustments to the pay-as-you-go ledger. This can be done for legislation relating to funding aid programs for schools impacted by Federal activities.

The changes aim to potentially increase funding for the impact aid program under title VII of the Elementary and Secondary Education Act of 1965. This includes support for schools serving:

  • Military-connected students

  • Students living on Indian lands

  • Students with disabilities and other eligible school districts

The amendment specifically requires that any such legislation must not increase the deficit over the total period of fiscal years 2025 through 2034.
