What this amendment would do

SA 6693 is an amendment proposed by Mrs. Blackburn and Mr. Warnock to be added to bill S. 4784. Its purpose is to create a system for collecting and evaluating data regarding intergovernmental support agreements for military installations.

The amendment aims to add the following to the bill:

  • Data Collection and Evaluation: The Secretary of Defense must create a uniform framework to collect data on the number, value, terms, and benefits of these agreements.

  • Public Access and Resources: The Secretary of Defense must establish a searchable public database of the agreement data and provide a toolkit with standardized resources for military installations and their surrounding communities.

  • Analysis and Reporting: The Secretary of Defense must analyze the data every four years and submit a report to Congress including findings and recommendations for improvements.

  • Legal Changes to Title 10: The amendment modifies existing law to:

    • Allow any other Federal agency to be a partner in these agreements.
    • Clarify that the Secretary concerned can use any Department of Defense source to pay for installation-support services.
    • Expand the definition of support to include the repair, construction, maintenance, and operation of facilities on or near an installation.
    • Expand the types of partners allowed to include government corporations, public agencies, and public joint powers agencies.
    • Define the terms Department of Defense source and Secretary concerned.
