What this amendment would do
The Mined in America Act of 2026 is an amendment to bill S. 4784. Its main purpose is to reduce national security and operational risks by replacing Bitcoin mining hardware manufactured by foreign adversaries with equipment made in the United States or friendly nations.
The amendment aims to add the following to the bill:
-
Certification Program: It creates a voluntary Mined in America Certification Program managed by the Secretary of Commerce. This program certifies mining facilities and pools that are located in the U.S. or friendly nations, are not controlled by foreign adversaries, and follow a strict timeline to phase out hardware from foreign adversaries by 2030.
-
Federal Incentives: Certification can be used as a basis for priority or eligibility for Federal loans, grants, and procurement programs. Specifically, it expands eligibility for:
- Department of Energy loan guarantees and infrastructure reinvestment programs.
- Smart Grid investment grants for "grid-interactive infrastructure."
-
Research and Development: It requires the Secretary of Energy to study how high-density compute facilities can help balance the power grid. It also directs the National Institute of Standards and Technology to support the development of secure, energy-efficient mining hardware and provides assistance to U.S. manufacturers to retool for this production.
-
Trade Promotion: It tasks the Under Secretary of Commerce for International Trade with promoting the export of U.S.-produced mining equipment to friendly nations.
