What this amendment would do
SA 6687, submitted by Mr. Moreno, aims to add a new section titled "Findings on Security of Connected Vehicles" to the end of subtitle G of title X of bill S. 4784.
The purpose of this amendment is to establish the following findings:
-
The U.S. automotive industry is critical to the national economy, and vehicles or components controlled by foreign adversaries threaten technological leadership and industrial competitiveness.
-
The People's Republic of China exports nearly 8,000,000 vehicles annually, which is about twice the volume of any other country, showing the scale at which foreign adversary components can enter markets like the United States.
-
Connected vehicles use technologies that transmit and collect sensitive data, such as personal information, operational data, and geolocation, and can be controlled and accessed remotely.
-
Under Executive Order 13873, the President declared a national emergency regarding the threat of foreign adversaries exploiting vulnerabilities in information and communications technology and services.
-
Foreign adversary influence, control, or access to automated driving systems or vehicle connectivity systems creates national security and economic risks, including cyber intrusion, espionage, surveillance, and the disruption of critical infrastructure. These risks are within the scope of the national emergency described in Executive Order 13873.
