What this amendment would do
This amendment, submitted by Mr. Young and Mr. Kelly, aims to add a section to title X of bill S. 4784. Its purpose is to require the Maritime Administrator to provide a report to Congress regarding maritime infrastructure readiness.
The amendment requires a report within 180 days of the Act's enactment that focuses on the following:
-
Infrastructure and Resources: The status and needs for improvements to ports, shipyards, harborcraft, vessels, and other infrastructure to support U.S. national security, domestic commerce, and foreign commerce.
-
Economic and Private Sector Needs: An assessment of the number of commercial shipping vessels needed to maintain the national economy and ways to use private sector funding to improve marine infrastructure.
-
Emergency Readiness: The ability to repair and build seaports and shipyards during national security emergencies, including firefighting operations, marine salvage, and the construction of temporary facilities.
-
Data Security and Logistics: An evaluation of how prohibiting U.S. port or terminal owners from using or sharing data with LOGINK, or platforms controlled by or affiliated with the Chinese Communist Party or the Government of the People's Republic of China, would affect commercial operations.
