What this amendment would do
SA 6657 is an amendment proposed by Mr. Warnock and Mrs. Blackburn to be added to bill S. 4784. Its purpose is to establish a system for managing and documenting intergovernmental support agreements and installation support services for military installations.
The amendment aims to add the following to the bill:
-
Data Collection and Evaluation: The Secretary of Defense must create a uniform framework to collect and evaluate data on these agreements, including their value, terms, parties involved, and the benefits or savings gained.
-
Public Transparency: The Secretary of Defense is required to create a publicly accessible, searchable database of this agreement data and a toolkit with standardized resources for military installations and their surrounding communities.
-
Accountability and Reporting: The Secretary of Defense must analyze the data every four years and submit a report to Congress. This report must include usage trends, common services covered, barriers to execution, and recommendations for legislative changes.
-
Expanded Authority: The amendment modifies title 10 of the United States Code to:
- Allow any other Federal agency to be an additional partner in these agreements.
- Clarify that the "Secretary concerned" may use funds from any Department of Defense source to pay for installation-support services.
- Expand the definition of agreement activities to include the operation, maintenance, construction, and repair of facilities on or near an installation.
- Expand the types of eligible partners to include public joint powers agencies, government corporations, and public agencies.
