What this amendment would do

This amendment, proposed by Mrs. Shaheen and Mr. Tillis, aims to add a new section to bill S. 4784 to create the Ukraine Lessons Learned Task Force.

The purpose of this Task Force is to:

  • Identify and evaluate battlefield innovations, defense strategies, and operational practices used by Ukraine against Russian aggression.
  • See how these lessons apply to United States strategic planning, logistics, training, military doctrine, and acquisition.
  • Suggest pilot programs or changes to integrate these lessons into defense systems.
  • Find vulnerabilities in United States systems, including those shown by experiences like Operation Spider Web.
  • Coordinate with Ukrainian defense counterparts and NATO allies.

The amendment requires the Secretary of Defense to work with the Secretary of State, the Director of National Intelligence, and the Chairman of the Joint Chiefs of Staff to establish this group within 60 days of the Act's enactment.

It also mandates:

  • Reporting: An annual report to specific congressional committees for five years, including a public unclassified version.
  • Integration: Using the findings in war games, service-specific training, and professional military education at places like war colleges and service academies.
  • Allied Coordination: Working with NATO allies to share assessments and possibly create a multilateral Defense Innovation Lessons Hub.

This section of the bill will expire five years after the date it is enacted.
