What this amendment would do

This amendment, submitted by Mr. Tillis, Mrs. Shaheen, and Ms. Duckworth, adds a new section called Cooperation With NATO Allies to bill S. 4784. Its purpose is to improve how the United States and NATO work together on technology and to provide more transparency regarding weapons sales.

The amendment aims to add the following:

  • Technology Integration: It requires the Secretary of State and Secretary of Defense to seek cyber and digital warfighting solutions that promote collaboration and interoperability. This includes ensuring that artificial intelligence-guided systems from the U.S. and NATO allies can recognize each other and work together.

  • Strategy Report: Within 180 days of the Act, the Secretary of State and Secretary of Defense, with the Secretary of Commerce, must report a strategy for integrated technology solutions. This report must describe efforts to implement the integration and the national security risks caused by non-interoperable systems.

  • Weapons Sales Reporting: The Secretary of State and Secretary of Defense must provide an annual unclassified report by February 1. This report will detail U.S. weapons sales and transfers to NATO as an organization and to its individual member countries.
