What this amendment would do
SA 6641, submitted by Mr. Johnson, aims to ensure that federal employees, certain contract employees, and members of the uniformed services are paid during a lapse in regular appropriations (a government shutdown).
The amendment proposes to add a section to bill S. 4784 that would provide the following:
- Funding for Pay: It appropriates necessary funds from the Treasury to provide standard employee compensation to covered employees and payments to covered contractors who are required to work during a shutdown.
- Payment Timing: If a shutdown is happening when the Act is passed, payments must be made as soon as possible, but no later than 7 days later. For any future shutdowns, payments must be made on regularly scheduled pay dates.
- Scope of Coverage: It covers employees of the executive, legislative, and judicial branches, as well as specific District of Columbia public employers. It includes active duty and certain reserve members of the uniformed services.
- Operational Requirements: Covered employees and contractors are expected to perform their typical duties to the maximum extent practicable during the lapse in appropriations.
- Restrictions: The funds provided are solely for compensation and contractor payments and cannot be transferred or used for any other purpose.
