What this amendment would do
SA 6638, also known as the "BANNED in Latin America Act", is an amendment proposed by Mr. Curtis to be added to bill S. 4784. Its purpose is to require the Secretary of State to create a comprehensive strategy to counter influence operations and propaganda networks run by Iran and Hezbollah in Latin America.
The amendment aims to add a new section to the bill that requires the following actions:
-
The Secretary of State must submit this strategy to the Senate Committee on Foreign Relations and the House Committee on Foreign Affairs within 180 days of the Act's enactment.
-
The strategy must include ways to identify, monitor, and disrupt malign networks, including their work with nongovernmental organizations and academic institutions in Latin America.
-
It must provide a framework to disrupt the Al Mayadeen Espanol platform using sanctions, designations, and partner cooperation, similar to actions taken against Press TV and Al-Manar.
-
It must include a plan to expose the Al Mustafa International University network and its role in recruitment and radicalization.
-
It must include initiatives to stop Iranian- and Hezbollah-linked individuals from money laundering and smuggling drugs and contraband.
-
It must include actions to stop these networks from exploiting natural resources for money, such as illicit gold mining in Venezuela and other regional areas.
-
It must include initiatives to counter Hezbollah operations involving document fraud, such as fake birth certificates, passports, and driver's licenses.
