What this amendment would do
SA 6637, submitted by Mr. Johnson, aims to add a new section (SEC. 1252) to bill S. 4784. The purpose of this amendment is to make Taiwan eligible for the strategic trade authorization exception regarding certain export control licensing requirements.
This change would require the President to take steps so Taiwan is treated as if it were on the list of eligible countries for the export, re-export, or in-country transfer of items controlled under the Export Administration Regulations.
To make this happen, the amendment states the following:
-
Findings: Congress finds that Taiwan has high export control standards and adheres to the Nuclear Suppliers Group, the Australia Group, the Wassenaar Arrangement, and the Missile Technology Control Regime. It also notes that Taiwan was required to be treated as a major non-NATO ally under a 2003 act.
-
Criteria: The President must ensure Taiwan meets the same criteria usually required for the Country Group A:5 list, specifically that Taiwan's export control policies align with those of the United States.
