What this amendment would do

This amendment, submitted by Mr. Johnson to bill S. 4784, aims to add two specific sections to the end of subtitle G of title X.

Conveyance of Land

The first part of the amendment requires the Secretary of Agriculture to convey approximately 14 acres of National Forest System land in the Chequamegon-Nicolet National Forest in Wisconsin to Tony's Wabeno Redi-Mix, LLC. This will happen if the company offers to buy the property for its market value, as determined by an appraisal. The company must pay the market value and all costs related to the conveyance, such as the survey, appraisal, and required environmental analysis.

Review of Permitting Processes

The second part of the amendment requires the Secretary of the Interior to conduct a comprehensive review of the Federal permitting processes for developing stone, sand, and gravel on Federal lands. This process involves:

  • Consulting with other Federal agencies, industry stakeholders, and State permitting authorities.
  • Submitting a report to the House Committee on Natural Resources and the Senate Committee on Energy and Natural Resources.
  • Making the report public on the Department of the Interior website.

The report must describe the current permitting process and timelines, analyze inefficiencies, recommend ways to streamline the process, and summarize the economic impacts of current permitting timelines on the stone, sand, and gravel sectors.
