What this amendment would do

The amendment, titled the Scam Compound Accountability and Mobilization Act, aims to add a new subtitle to the bill to combat transnational criminal organizations that operate "scam compounds." These are physical installations that use cyber-enabled fraud and human trafficking (including forced criminality) to target people in the United States and globally.

The amendment seeks to add the following to the bill:

  • A Comprehensive Strategy: It requires the Secretary of State to create a global strategy to shut down scam compounds, dismantle the criminal organizations running them, and hold accountable the officials and actors who enable them. This includes investigating the involvement of the People's Republic of China and the Burmese military.

  • Interagency Task Force: It mandates the creation of a task force to coordinate the implementation of the strategy, monitor scam operations, and report progress to Congress.

  • Accountability Tools: It grants the President the authority to impose sanctions, such as blocking assets and restricting visas, against foreign persons who provide significant support to or control scam compound operations.

  • Victim Support and Redress: It emphasizes providing trauma-informed protection for human trafficking victims and requires the Attorney General to report on how to better use forfeiture laws to recover money for defrauded U.S. victims.

  • Monitoring Capabilities: It allows the Director of the National Geospatial-Intelligence Agency to provide high-resolution satellite imagery to specific organizations to help document human rights abuses and the presence of human trafficking at these compounds.

  • Sunset Provision: The entire subtitle is set to expire 7 years after the Act is enacted.
