What this amendment would do
This amendment, submitted by Mr. Booker, aims to expand supportive services for very low-income families and requires a new study on insecurity among reserve members.
Expansion of Supportive Services
The amendment changes the language in section 2044 of title 38, United States Code, by replacing the term veteran families with eligible families. This change expands who can receive support to include:
- Former members of a reserve component of the Armed Forces who are single and have retired or separated after serving a term of enlistment.
- Families where the head of household or spouse is a former member of a reserve component of the Armed Forces who retired or separated after serving a term of enlistment.
To support this expansion, the amendment sets aside $50,000,000 for fiscal year 2026 for these reserve-component eligible families. Any leftover funds from this amount can be used for the other eligible families (veterans).
Study on Insecurity
The amendment also requires the Secretary of Defense to:
- Submit a report to Congress within one year of the Act's enactment detailing plans for a study on food and housing insecurity among members of the reserve components of the Armed Forces.
- Start conducting that study within 120 days after submitting the initial report.
- Provide an annual report to Congress including the study's findings.
