What this amendment would do

SA 6621, submitted by Mr. Booker, aims to add a section to bill S. 4784 to express the sense of Congress regarding the enforcement and expansion of the United Nations Security Council arms embargo on Sudan.

The purpose of this amendment is to call for an immediate end to the war and atrocities in Sudan caused by the Sudanese Armed Forces (SAF), the Rapid Support Forces (RSF), and allied militias.

It specifically aims to add the following goals:

  • United Nations Security Council Actions: Expand the Darfur arms embargo to cover all actors and territory within Sudan's recognized borders, include dual-use equipment in prohibited materials, and create a stricter sanctions enforcement regime.

  • U.S. Government Actions: Improve the monitoring and documentation of weapons supply chains and atrocities, and use its position at the UN Security Council to expand and enforce the arms embargo.

  • International Cooperation: Press the African Union, the United Nations, and other partners to condemn atrocities, seek a more inclusive arms embargo, ensure humanitarian aid delivery, protect civilians, and pressure both internal and external actors to stop supporting the warring parties.
