What this amendment would do

The Epermit Act is an amendment proposed by Mr. Booker and Mr. Curtis to be added to bill S. 4784. Its purpose is to modernize how Federal agencies handle environmental reviews and authorizations by moving toward a digital-first approach.

The amendment aims to add the following to the bill:

  • Data Standards: Requires the Chair of the Council on Environmental Quality to create and update standardized data formats to reduce redundant reviews and improve how agencies share information.

  • Prototype Tools and Guidance: Directs the development of prototype tools and official guidance for agencies to implement functional requirements, such as automated project screening, document management, and AI-supported comment analysis.

  • Unified Interagency Data System: Mandates the creation of a digital, cloud-based authorization portal. This portal would allow project sponsors to submit all documentation in one place and provide the public and Congress with real-time tracking and data on project statuses and performance.

  • Accountability and Oversight: Requires Federal agencies to report their progress on implementing these standards and gives Congress direct access to performance data and AI configurations used in the review process.
