What this amendment would do
The amendment submitted by Mr. King adds the Saving Our Veterans Lives Act of 2026 to bill S. 4784. Its purpose is to provide veterans with covered items, which are security products designed to prevent unauthorized access to firearms or ammunition.
The amendment aims to add the following to the bill:
-
Program Codification and Expansion: It codifies the current Department of Veterans Affairs program for providing secure firearm storage items and expands it to include enrolled veterans who have a documented suicide risk, can use the device, have a clinician's determination that the device may mitigate risk, and consent to receive it. This program is authorized for $10,000,000 annually.
-
Pilot Program: It establishes a five-year pilot program for individuals who are not enrolled in the annual patient enrollment system. This program provides covered items or vouchers and information on secure storage. It includes a public education campaign and is authorized for $10,000,000 for each fiscal year from 2027 through 2031.
-
Education and Training: It requires the Secretary of Veterans Affairs to create materials on the benefits of secure firearm storage for suicide prevention and to clarify that seeking treatment from the Department does not impact lawful firearm ownership.
-
Protections and Rules: It specifies that nothing in the act can be used to track firearm ownership, require firearm registration, mandate firearm storage, prohibit lawful ownership, or create lists of participants.
