What this amendment would do

Mr. Blumenthal submitted SA 661 to add a deficit-neutral reserve fund at the end of title III of S. Con. Res. 7.

The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other levels for legislation that enhances veterans' benefits.

Specifically, it aims to support legislation that would ensure veterans entitled to disability compensation from the Department of Veterans Affairs and retirement payments from the Department of Defense receive both concurrently. It also aims to eliminate the offset of Department of Veterans Affairs disability compensation and Department of Defense retirement payments for veterans who have a combat-related disability, provided the legislation does not increase the deficit from fiscal year 2025 through 2034.
