What this amendment would do

The Iran Human Rights, Internet Freedom, and Accountability Act of 2026 is an amendment to bill S. 4784. Its purpose is to establish a United States policy that recognizes the Iranian people's right to self-determination and seeks to protect their human rights.

The amendment aims to add the following to the bill:

  • Internet Freedom: It directs the Secretary of State to lead efforts in expanding open, uncensored internet access in Iran. This includes developing and deploying technologies like VPNs, mesh networking, and portable communication systems to bypass government shutdowns.

  • Human Rights Support: It requires a strategy to enhance programs that protect human rights, support independent Iranian journalists, and assist civil society in documenting abuses.

  • Accountability and Oversight: It mandates the full enforcement of sanctions against human rights violators and their families. It also requires the GAO to report on how funds from the Near East Regional Democracy (NERD) account were spent.

  • Cybersecurity: It establishes programs to provide cybersecurity training and digital safety tools to journalists and human rights defenders in Iran.

  • Administrative Changes: It extends the authorization for the Iran Internet Freedom Grant Program through fiscal year 2030 and ensures that sanctions do not stop companies from providing civilians with internet access tools.
