What this amendment would do
Mr. Blumenthal submitted SA 660, which is an amendment meant to be proposed to the concurrent resolution S. Con. Res. 7 for the fiscal year 2025 budget.
The purpose of this amendment is to add a deficit-neutral reserve fund at the end of title III. This fund relates to protecting access to veterans' medical data, benefits enrollment, or other personal information from misuse by the Department of Government Efficiency.
It aims to allow the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels in the resolution. It also allows the Chairman to make adjustments to the pay-as-you-go ledger for legislation that ensures the protection and privacy of veterans. This can include legislation protecting access to medical data, benefits enrollment, or other personal information from misuse by government and nongovernment entities, as long as the legislation does not increase the deficit over the total fiscal years from 2025 through 2034.
