What this amendment would do
SA 6599, submitted by Mrs. Fischer, aims to add a new section (Section 1094) to bill S. 4784. This addition requires the Federal Communications Commission (Commission) to create and maintain a public internet list of entities that hold certain FCC authorizations, licenses, or grants of authority and have specific foreign ownership.
The amendment intends to change the bill by adding the following requirements:
-
Public Listing: The Commission must publish a list within 120 days of the Act's enactment featuring entities with licenses under section 309(j) of the Communications Act of 1934 or the Cable Landing Licensing Act and Executive Order 10530, if a covered entity holds a reportable equity or voting interest, or if an appropriate national security agency determines a covered entity exerts control.
-
New Rulemaking: Within 18 months, the Commission must create rules to identify other entities holding FCC authorizations, licenses, or grants of authority that have reportable equity or voting interests held by a covered entity.
-
List Expansion and Maintenance: Entities identified through the new rulemaking must be added to the list within one year of the rules being issued. The Commission must update the full list at least once a year.
