What this amendment would do

This amendment, submitted by Mr. Van Hollen and Mr. Curtis, aims to add a new section to bill S. 4784 called the Taiwan Allies Fund Act. The purpose of this addition is to support Taiwan's international space and engagement by providing financial assistance to countries that maintain relations with Taiwan.

The amendment proposes the following changes and additions:

  • Financial Authorization: It authorizes $10,000,000 for each fiscal year from 2027, 2028, and 2029. These funds come from the Countering People's Republic of China Influence Fund.

  • Targeted Support: Funds are for countries that maintain official relations with Taiwan or have strengthened unofficial relations, have faced coercion or pressure from the People's Republic of China (PRC) because of those relations, and lack the capability to respond to such pressure without U.S. support. No single country can receive more than $5,000,000 per year.

  • Permitted Activities: The money can be used for several goals, including:

    • Providing alternatives to PRC health, digital, energy, and development initiatives.
    • Diversifying supply chains away from the PRC.
    • Building the resilience of media, civil society, and nongovernmental organizations against PRC influence.
    • Supporting Taiwan's diplomatic presence and participation in international organizations.
    • Reducing the impact of PRC propaganda and malign influence operations.
  • Accountability and Implementation: The Secretary of State is tasked with coordinating these activities and is encouraged to pursue cost-sharing with Taiwan. The Secretary must also submit annual reports to Congress for three years detailing the funding used, the goals of the activities, and an assessment of their success.
