What this amendment would do
This amendment aims to add two new sections to bill S. 4784.
Establishment of a New Commission The amendment proposes creating the Congressional National Security Commission on Emerging Science and Technology. This independent commission in the legislative branch would consist of 12 members appointed by the leadership of the Senate and the House.
The purpose of this commission is to:
- Examine and make recommendations regarding emerging science and technology for current and future national security missions.
- Ensure the United States remains a leading source of scientific innovation.
- Evaluate how emerging science and technology affect the U.S. economy.
The commission is tasked with reviewing advances in technology, considering ethical and legal implications, and identifying ways to strengthen the domestic technology sector and national defense strategies. It would provide annual reports and recommendations to Congress and is set to expire 5 years after the Act is enacted.
Definition of National Security The amendment also seeks to change title 10 of the United States Code by adding a specific definition for national security. It defines the term as the national defense and foreign relations of the United States, which also includes the security of the U.S. economy and the resilience of supply chains for economic activity.
