What this amendment would do

SA 6592, submitted by Ms. Alsobrooks, aims to add a section to bill S. 4784 regarding a Navy-Coast Guard Maritime Workforce and Capacity Coordination Plan.

The amendment proposes the following changes and requirements:

  • Coordination Mechanism: The Secretary of the Navy and the Commandant of the Coast Guard must create a recurring way to align maritime industrial workforce requirements and capacity planning within 180 days of the Act.

  • Quarterly Meetings: The Secretary of the Navy and the Commandant of the Coast Guard must meet at least once per quarter to:

    • Identify workforce and capacity needs for shipbuilding, ship repair, maintenance, sustainment, and related activities.
    • Find overlaps, competition, or resource constraints that could hurt the ability of either service to meet requirements.
    • Look for opportunities to coordinate training pipelines, workforce development, and industrial base investments.
    • Find ways to reduce duplication and improve coordination in shared industrial sectors.
  • 10-Year Plan: A joint report containing a 10-year maritime workforce and capacity plan must be submitted to specific congressional committees within one year of the Act and every two years after that. This plan must include:

    • Projected workforce requirements for critical supplier sectors, maintenance, sustainment, ship repair, and shipbuilding.
    • Anticipated requirements and demand signals for private and public shipyards and industrial base participants.
    • An assessment of risks, shortages, and workforce gaps.
    • Identification of competing demands for supplier capacity, infrastructure, or labor.
    • Recommendations to improve coordination and mitigate constraints.
    • An assessment of how to give industry more predictability regarding future capacity and workforce requirements.
  • Briefing: A briefing on the plan must be provided to the appropriate congressional committees within 30 days of submitting the report.
