What this amendment would do

SA 6586, submitted by Mr. Tuberville and Ms. Lummis, aims to add a new section to title X of bill S. 4784. The purpose of this amendment is to require the Secretary of Defense to create a report on how Bitcoin impacts the national and economic security of the United States.

The amendment is based on findings that Bitcoin is becoming a significant monetary asset and that both allied and adversarial nations are increasing their Bitcoin holdings. This creates a competition for a scarce resource that could affect United States economic power and financial sovereignty.

Key Requirements of the Amendment

  • Report Deadline: The Secretary of Defense must submit the report to the House and Senate Committees on Armed Services within 120 days of the Act's enactment.

  • Report Content: The report must include:

    • An analysis of how nation-states and their affiliated entities are accumulating Bitcoin.
    • A comparison of United States Government Bitcoin holdings against other nations and gold holdings.
    • An evaluation of the advantages and disadvantages of the U.S. holding more Bitcoin than any other nation.
    • An examination of competitive dynamics as nations use Bitcoin as a reserve asset.
    • A review of the rules and policies that govern how the Department of Defense can use or hold Bitcoin.
    • Recommendations on using Bitcoin across various instruments of national power.
  • Coordination: The Secretary of Defense must coordinate the report through the Office of the Secretary of Defense and include input from combatant commands, the Under Secretary of Defense for Intelligence and Security, and other organizations focused on financial warfare or economic security.

  • Consultation and Support: The Secretary shall consult with the Chair of the Council of Economic Advisers, the Executive Director of the President's Working Group on Digital Asset Markets, and other interagency partners. The Secretary may also seek support from industry, academia, and nongovernmental organizations.

  • Format: The report will be unclassified, though it may have a classified annex for sensitive data.
