What this amendment would do
SA 6584, submitted by Mr. Schmitt, aims to add a new section to bill S. 4784 regarding the fast-tracking of third party transfers to Taiwan and the Philippines.
The purpose of this amendment is to:
-
Require the Secretary of State and the Secretary of Defense to create a procedure to expedite decisions and consideration for the release and third party transfer of equipment, technologies, and military platforms to the Philippines and Taiwan.
-
Mandate that the Secretary of State review and update interagency policies and guidance to include this new procedure.
-
Ensure this new process does not replace existing arms sales efforts or override congressional notification requirements under the Arms Export Control Act.
-
Keep these requirements in place until the Secretary of State certifies to Congress that threats to the Philippines and Taiwan have significantly abated.
