What this amendment would do
This amendment consists of two separate acts intended to be added to bill S. 4784.
Protecting First Responders from Secondary Exposure Act of 2026
This part of the amendment aims to change the Omnibus Crime Control and Safe Streets Act of 1968 by adding a focus on preventing first responder secondary exposure to fentanyl and other potentially lethal substances. It adds the following:
- Purchasing containment devices for first responders.
- Providing resources and training on how to use these containment devices.
Retired Law Enforcement Officers Continuing Service Act
This part of the amendment adds a grant program to Title I of the Omnibus Crime Control and Safe Streets Act of 1968. Its purpose is to allow the Attorney General to award grants to eligible entities to hire retired law enforcement personnel. These retired personnel would:
- Perform civilian law enforcement tasks, such as forensics analysis, reviewing camera footage, crime scene analysis, and assisting in various investigations (homicide, carjacking, and financial crimes).
- Provide expertise in the internet, information technology, computer networks, and computers.
- Train civilian employees on these types of tasks.
The act specifies that these roles do not include the use of force or the ability to make arrests. It also adds requirements for checking disciplinary records, audit processes by the Inspector General of the Department of Justice to prevent fraud, waste, and abuse, and rules to prevent duplicative grants.
