What this amendment would do
This amendment, submitted by Mr. Grassley, aims to add Counter-UAS Authority to the Homeland Security Act of 2002. Its purpose is to give the Marshal of the Supreme Court and authorized security personnel the power to detect, identify, monitor, or track unmanned aircraft systems that pose a credible threat to the safety or security of the Chief Justice or any Associate Justice.
This authority applies to the following locations:
- The grounds of the Supreme Court.
- Property leased for use by the Supreme Court.
- The residence of the Chief Justice or any Associate Justice.
To implement this, the amendment adds several requirements and changes:
- The Marshal of the Supreme Court and their personnel must complete the same training and certification as Department of Homeland Security personnel.
- The Marshal shall develop actions for the Supreme Court Police in coordination with the Secretary of Transportation.
- The Marshal will prescribe regulations and issue guidance consistent with those of the Secretary, the Attorney General, and the Secretary of Transportation.
- This specific authority for the Marshal of the Supreme Court will end on September 30, 2031.
