What this amendment would do

This amendment, submitted by Mr. Grassley and Mr. Durbin, aims to add a new division called Safer Streets and Communities to bill S. 4784. Its purpose is to expand federal laws and resources to combat specific crimes involving child exploitation, organized retail theft, prison contraband, and the illicit use of xylazine.

The amendment is divided into four main titles:

Title I: James T. Woods Act This section focuses on protecting children through three main efforts:

  • The SAFE Act: Directs the U.S. Sentencing Commission to update guidelines for child sexual abuse material to better account for modern technology, the scale of offenses, and the dangerousness of offenders.
  • The ECCHO Act: Makes it illegal to coerce a minor into committing harm, such as suicide, killing people or animals, inflicting serious bodily injury, or committing arson.
  • The Stop Sextortion Act: Criminalizes threats to distribute child sexual abuse material and increases prison sentences by 10 years for those using such material to intimidate or extort.

Title II: Combating Organized Retail Crime Act of 2026 This title addresses large-scale theft and supply chain fraud. It aims to:

  • Update federal laws to better track the transportation and sale of stolen goods.
  • Establish the Organized Retail and Supply Chain Crime Coordination Center to align federal, state, local, tribal, and territorial law enforcement efforts.

Title III: Lieutenant Osvaldo Albarati Stopping Prison Contraband Act This section focuses on prison security by:

  • Establishing specific penalties for providing phones to inmates.
  • Requiring the Director of the Bureau of Prisons to review and update policies regarding prohibited objects to protect staff and incarcerated individuals.

Title IV: Combating Illicit Xylazine Act This title targets the drug xylazine by:

  • Adding xylazine to Schedule III of the Controlled Substances Act.
  • Creating specific rules for legal users, such as veterinarians and government animal-control programs.
  • Requiring the U.S. Sentencing Commission to review penalties for xylazine offenses and mandating reports to Congress on its prevalence and trafficking.
