What this amendment would do
The amendment, titled the Scam Compound Accountability and Mobilization Act, aims to add a new subtitle to bill S. 4784. Its purpose is to combat transnational criminal organizations that operate "scam compounds," which are physical locations used for cyber-enabled fraud and human trafficking.
The amendment seeks to change the bill by adding the following:
-
A National Strategy: Requires the Secretary of State to create a comprehensive strategy to shut down scam compounds, dismantle the criminal organizations running them, and hold enabling officials accountable.
-
Interagency Coordination: Establishes a task force to implement the strategy, monitor scam operations globally, and share data across federal agencies.
-
Accountability Tools: Grants the President authority to impose sanctions, such as blocking assets and restricting visas, against foreign persons who support or control scam compound operations.
-
Victim Support and Redress: Calls for protecting human trafficking victims from being punished for crimes they were forced to commit and requires a report on how to better use forfeiture laws to get money back to defrauded U.S. victims.
-
Monitoring: Allows the National Geospatial-Intelligence Agency to provide satellite imagery to certain organizations to help document human rights abuses and the presence of scam compounds.
-
Time Limit: Sets a sunset date, meaning this specific subtitle will stop being effective 7 years after the Act is enacted.
