What this amendment would do
SA 6577, submitted by Mr. Cornyn, aims to add a new section (SEC. 1270A) to bill S. 4784. This addition focuses on the coordination with foreign states to test samples of Captagon and other illicit drugs.
The purpose of this amendment is to allow the Administrator of the Drug Enforcement Administration, with the concurrence of the Secretary of State and coordination with the Secretary of the Treasury, to work with agencies in "covered foreign states" to get samples of Captagon, its precursor chemicals, and other illicit drugs.
The goal of testing these samples is to get information that helps:
- Identify drug and drug precursor trafficking routes.
- Identify foreign persons, entities, or governments that provide chemical precursors used by drug trafficking organizations to make illicit substances.
- Help the Secretary of the Treasury, the Secretary of State, and the Administrator of the Drug Enforcement Administration identify and impose sanctions.
The amendment requires that the acquisition and testing of these samples follow the laws of the covered foreign state and the requirements under chapter 8 of part I of the Foreign Assistance Act of 1961.
