What this amendment would do
SA 6560, submitted by Mrs. Shaheen and Mr. Tillis, aims to change the termination rules for the Office of the Special Inspector General for Operation Atlantic Resolve.
The purpose of this amendment is to ensure the office continues operating until the Special Inspector General certifies to the appropriate committees of Congress that:
- Operation Atlantic Resolve has ended.
- All U.S. Government funds for the response to the Russian Federation's invasion of Ukraine have been spent, rescinded, transferred, or fully accounted for through oversight, audit, or inspection.
Additionally, the amendment adds a requirement for a final report to be submitted to Congress at least 90 days before the office closes. This report must:
- Describe how covered funds were handled.
- Identify any investigations, audits, or oversight matters that are still ongoing.
- List any recommendations that have not been resolved.
- Provide an assessment on whether more oversight authorities are needed.
