What this amendment would do

SA 6556, submitted by Mr. HOEVEN, aims to add a new section to title II of bill S. 4784. The purpose of this amendment is to address the protection of certain facilities and assets from unmanned aircraft.

The amendment changes Section 130i of title 10, United States Code by adding a new subsection (c) that requires the Secretary to conduct tests, evaluations, exercises, and experiments necessary to support actions described in subsection (b)(1).

Additionally, the amendment allows the Secretary to delegate the authority to conduct these activities to a qualified public entity on a case-by-case basis. A qualified public entity is defined as a Federal, State, or local entity, including an academic institution, that meets two criteria:

  • It has experience testing unmanned aircraft, counter-unmanned aircraft systems and associated equipment.
  • The Secretary determines it will prioritize the protection of people, ground infrastructure, and other aircraft.
