What this amendment would do

This amendment, submitted by Mr. Warner, aims to add Section 1094 to bill S. 4784. The purpose is to create requirements for disclosures and reports regarding artificial intelligence-related job impacts.

Key Changes and Additions:

  • Covered Entity Disclosures: Certain entities (publicly-traded companies, specific agencies, and some non-publicly-traded companies) must disclose the following to the Secretary of Labor every quarter:

    • The number of people laid off because of AI replacement or automation.
    • The number of people hired due to the incorporation of AI.
    • The number of positions left unfilled because of AI automation.
    • The number of people being retrained or assisted in retraining due to AI.
    • Other information the Secretary deems appropriate and the corresponding North American Industry Classification System codes.
  • Department of Labor Reports: The Secretary, consulting with the Director of the Office of Management and Budget and the Director of the Office of Personnel Management, must:

    • Prepare quarterly reports summarizing the disclosure data.
    • Prepare reports analyzing the net impact of the data every other quarter.
    • Publish these reports and the underlying data on the Bureau of Labor Statistics website and submit them to Congress.
  • Non-Publicly-Traded Companies: The Secretary must create regulations to decide which non-publicly-traded companies must also report, based on factors like workforce size, annual revenue, enterprise value, or industry classification.
