What this amendment would do

SA 6538, submitted by Mr. Lee and Mr. Curtis, aims to change the rules regarding how proceeds from leases are handled.

Specifically, it adds an exception to Section 2667(e)(1)(B) of title 10, United States Code. This exception allows for in-kind consideration from a lease to be held in a Federally-insured deposit account.

The account must be owned by a State or a political subdivision of a State, and that entity must act as a trustee for the account with a fiduciary duty to the United States, based on terms approved by the Secretary.
