What this amendment would do
This amendment, submitted by Mr. Risch, aims to add a new subtitle to bill S. 4784 called the Deter PRC Aggression Against Taiwan Act. Its purpose is to ensure the United States is prepared to quickly impose sanctions on entities owned by, controlled by, or acting for the Government of the PRC or the Chinese Communist Party if they support actions to:
- Overthrow or dismantle Taiwan's governing institutions.
- Occupy territory controlled or administered by Taiwan.
- Violate Taiwan's territorial integrity.
- Take significant actions against Taiwan, such as a naval blockade, seizing outlying islands, or conducting major physical or cyber attacks that hinder essential services or government operations.
To achieve this, the amendment adds the following requirements:
-
Establishment of a Task Force: The Department of State, Department of the Treasury, and the Director of National Intelligence must create a PRC Sanctions Task Force within 180 days to identify potential targets for sanctions.
-
Development of a Strategy: The Task Force must create a strategy to identify sanctions targets, analyze economic consequences for the U.S. and its allies, propose new sanctions authorities, and coordinate with international partners to deter aggression.
-
Reporting: The Task Force must provide a classified report to specific congressional committees 120 days after the strategy is submitted, and every six months after that, detailing identified entities, required authorities, economic impacts, and resource needs.
