What this amendment would do

The amendment, known as the Preventing External Aggression and Conflict Escalation in Sudan Act of 2026 (or the PEACE in Sudan Act), aims to add a new subtitle to the bill to establish United States policy and actions regarding the conflict in Sudan.

The purpose of this amendment is to:

  • End the Conflict: Utilize diplomatic and economic tools to stop the war, secure a ceasefire, and support a transition to a democratic and accountable civilian government.
  • Hold Perpetrators Accountable: Identify and punish those responsible for war crimes, genocide, and crimes against humanity.
  • Combat External Interference: Counter foreign military support and malign interference from regional and domestic actors who benefit from the instability.
  • Protect Human Rights: Advance the rights of the Sudanese people and address humanitarian suffering.

To achieve these goals, the amendment adds several requirements and authorities:

  • Reporting and Strategy: It mandates reports on the involvement of foreign governments and non-state armed groups, reports on human rights atrocities, and the development of a comprehensive strategy to secure a political settlement.
  • Sanctions: It grants the President authority to impose asset blocking, financial prohibitions, and visa revocations on foreign persons responsible for threatening Sudan's stability or committing atrocities.
  • Financial Restrictions: It restricts United States support for new long-term reconstruction loans from international financial institutions and prohibits most direct financial or security assistance to the Government of Sudan.
  • Oversight: It requires assessments of armed actors for potential terrorist designations and reports on financial assets held by Sudanese armed officials.
