What this amendment would do
The SHADOW Fleet Sanctions Act of 2026 is an amendment intended to be added to bill S. 4784. Its primary purpose is to expand the United States' ability to target the "Russian shadow fleet"—foreign vessels used to transport Russian-origin petroleum products to bypass sanctions.
The amendment aims to add the following to the bill:
-
New Sanctions Authorities: It allows the President to impose sanctions (such as blocking property and denying visas) on vessels in the shadow fleet, foreign persons who support them, and port terminals in India or China that accept oil from sanctioned vessels.
-
Targeting Energy and Defense: It expands sanctions to include leaders and shareholders of specific Russian energy projects in the Arctic and Far East, as well as foreign persons providing goods or services to the Russian defense industrial base.
-
Stricter Oversight and Strategy: It requires the government to create strategies to counter China's role in sanctions evasion and to assess countries that do not meet minimum standards for operating an open flag registry.
-
Increased Funding and Reporting: It authorizes funding for the Office of Sanctions Coordination and the Office of Foreign Assets Control, provides $200 million for the Countering Russian Influence Fund, and mandates frequent reports to Congress on sanctions and security assistance for Ukraine.
-
Legislative Updates: It modifies the Protecting Europe's Energy Security Act of 2019 to include the Nord Stream 1 pipeline and successors.
