What this amendment would do
The amendment, known as the Taiwan International Solidarity Act, aims to add a new section (Section 1252) to a bill authorizing appropriations for military activities, military construction, and defense activities of the Department of Energy for fiscal year 2027.
The purpose of this amendment is to change the Taiwan Allies International Protection and Enhancement Initiative (TAIPEI) Act of 2019 in the following ways:
-
Clarification of UN Resolution 2758: It adds findings stating that UN General Assembly Resolution 2758 established the People's Republic of China as the only lawful representatives of China to the UN, but did not address Taiwan's representation in the UN or related organizations, nor did it state a position on Taiwan's sovereignty or the relationship between the People's Republic of China and Taiwan. It also states the U.S. opposes changing Taiwan's status without the consent of its people.
-
International Advocacy: It adds instructions for U.S. Government representatives in certain organizations to use their voice, vote, and influence to advocate that those organizations resist the People's Republic of China's efforts to distort policies, procedures, language, or decisions regarding Taiwan.
-
Opposing International Interference: It adds a goal to encourage U.S. allies and partners to oppose the People's Republic of China's efforts to undermine Taiwan's partnerships and official diplomatic relationships.
-
Reporting Requirements: It expands reporting requirements to include information on any ongoing or prior attempts by the People's Republic of China to undermine Taiwan's relationships with other countries and its observer status or membership in specific organizations.
