What this amendment would do

SA 6515, submitted by Mr. Warner, aims to add a new section to the law called Tracking of Repeated Housing Defects and Mandatory Escalation. This amendment is proposed for bill S. 4784, which deals with military and defense appropriations for fiscal year 2027.

The purpose of this amendment is to force the Department of Defense to create a standardized way to identify and track housing defects that keep happening. This applies to:

  • Military unaccompanied housing.
  • Government-owned military family housing.
  • Housing associated with a military installation under subchapter IV of chapter 169 of title 10.

When a repeated housing defect is found, the amendment requires that the issue be moved above the installation housing office level for review, a root-cause assessment be done, and any necessary interim measures be taken to protect the people living there.

The amendment also requires the collection of specific data, such as the nature of the defect, how many prior complaints or work orders existed for the same issue, how long the defect recurred, and how long it took to finally fix it.

A repeated housing defect is defined as a health, safety, habitability, or maintenance issue that happens again in the same area or results in multiple work orders for the same condition within a timeframe set by the Secretary of Defense.

Finally, the Secretary of Defense must provide guidance to implement these rules, including standardized definitions and thresholds for escalation, within 180 days after the Act is passed.
