What this amendment would do
SA 6512, also known as the Saving Lives and Taxpayer Dollars Act, is an amendment proposed by Mrs. Shaheen to be added to bill S. 4784. Its purpose is to require the Secretary of State to provide annual reports to specific congressional committees regarding foreign assistance products or commodities that were destroyed.
The amendment aims to add a reporting requirement for products that were destroyed because they reached the end of their useful life, expired, spoiled, or became contaminated, despite reasonable efforts to prevent it.
The required reports must include the following details for each destroyed product:
- A description of the reasonable efforts made to prevent waste and ensure the product reached intended beneficiaries.
- The reason the product could not be made available, including any laws or regulations of the beneficiary country that blocked delivery, donation, or sale.
- The purpose of the product and the location of the intended beneficiaries.
- The market and procured value of the product.
- The cost of destroying the product.
